The Government Servant Conduct Rules!

The Government Servants' conduct Rules are the product of the British. The Government of India or the State Governements have not changed it. Sri Jayaprakash Narain and the Communist Leaders have opposed to several sections in it. They mainly fought against the 'pleasure tenure' rules, which enables the Governor or the President of India as the case may be to dismiss any Govt. servant at any point of time without notice.
Miss Jayalalitha opposed it on the ground that a Chief Minister is above the conduct rules. She dubbed it as only a Government order meaning that it had no statutory value.
Now another retrogessive section of the above rules has come to light! Read the story: One female govt. servant working in a collectorate fell in love with another clerk working along with her. He proposed and she agreed. So they were married and got two children. Afterwards, it has come to light that the husband has married another woman previously. The first wife came with some disagreement with the husband and filed a suit for divorce and maintenance. The collectorate woman is not living with her husband. Now in the 21st century, (after 30 years of her marriage) the Govt. is taking action against the second wife working in Collectorate by charging her with bigamy.

Some years ago, a legislation has passed declaring even if a male coopulated with a female by consent and then declined to marry her, the entire operation of inter-course has to be defined as "rape" and cheating. Feminists appreciated it as a welcome law and a safeguard for a poor girl.

But look at the plight of a female Govt. servant. She was cheated by the male 30 years ago. Now he has left her. That male govt. servant got promoted and retired peacefully. Action is being taken only against the female govt. servant for bigamy!
